I think it is a great move by a pet owner to have his pet microchipped. But the fact is, has he ever register his microchip? Does he know his registration contact information in the registry is up-to-date or not? Because microchipping the pet is the first step in intensifying the possibilities of pet owner that he will be reconciled with his pet when he gets lost or disappears in the blink of an eye. But if the database in the registry is not up-to-date, then he can not get that much of benefit as supposed to be. So, if someone is microchipping his pet, then he needs to make sure his chip is having updated information and if not, he should update it immediately either visiting the website of microchip's brand or taking the help of a reputable vet.
